The Center for Empowerment and Education Certificate of Need (CON) Public Notice
Pursuant to Section 19a-638 of the Connecticut General Statutes, The Center for Empowerment and Education (CEE) will submit the following Certificate of Need Application:
Applicant: The Center for Empowerment and Education
Proposal: The Applicant will file a Certificate of Need Application with the State of Connecticut Office of Health Strategy for approval of an Extended Therapy Program (ETP) that provides licensed long-term therapy for current clients and any individual in the community who are victims and survivors of interpersonal violence. ETP will provide individualized therapy utilizing evidenced based treatment options such as Cognitive Behavioral Therapy, Eye movement desensitization and reprocessing (EMDR), and Psychotherapy.
CEE’s current direct service programming is designed and funded to provide crisis and short-term counseling services only. Their funding does not support long-term services for clients after they move through the immediate crisis and begin their path to recovery. After short-term interventions are provided, CEE must refer clients out to long-term therapy support options in the community. There are limited therapy options available. Clients often experience long wait lists and/or clients do not feel comfortable restarting their healing process with another organization. CEE intends to bridge a gap in both funding and therapy services by developing an Extended Therapy Program (ETP) within the organization.
CEE has already fundraised and obtained the funds to start the build out of the ETP space at 2 West Street. CEE will continue to fundraise and seek out additional grant opportunities for any additional funds needed to launch the program.
